         October 31, 2024


         Despite significant financial challenges outlined in California’s
         2024 Budget Act—including a $46.8 billion deficit—the Superior

         Court of Orange County’s Approved Budget for the 2024-25 Fiscal
         Year stands at $279.5 million.  As part of the state’s efforts to
         address this shortfall, the judicial branch faced a 7.95% reduction
         in funding, with our Court’s share totaling $6.3 million. This
         marked the end of three consecutive years of budget increases

         following the pandemic. The state’s budget deficit was primarily
         driven by declining revenues due to weaker tax collections from
         high-income earners, ongoing economic uncertainty, and the long-                     Hon. Maria D. Hernandez

         Amidst these financial constraints, as a Court we remain focused
         on innovation and fiscal discipline to help navigate the uncertainty

         and a possible continuation of such trends. Investments in modern
         technology and new tools are continuing and will prove pivotal in
         improving the delivery of public services and increasing staff
         efficiency. These strategic efforts will allow us to manage present
         challenges while preparing for future needs. This year’s budget

         also reaffirms the Court’s commitment to its workforce,

         infrastructure modernization, and compliance with statewide

         As we move forward, facing the possibility of reduced filings and                    Court Executive Officer
         the potential for a recession, we remain committed to collaboration,
         modernization, and excellence in our work. Trial Courts also

         continue to shoulder the burden to implement and maintain new
         statutory requirements that are reflective of evolving social
         priorities.  This budget not only addresses our immediate
         operational needs but also strengthens our ability to remain resilient
         in the long term. The contributions and dedication of our judges
         and staff continue to play a critical role in helping us adapt and

         succeed in this changing environment.
