The courtroom numbering system will change effective January 1, 1999, and all courtrooms shall be designated as Superior Court Departments as of that date. The new courtroom designation contains the first letter of the Justice Center in which it is located. The List of New Courtroom Designations as described above is shown in Attachment 1 to this order and incorporated by reference. The List of New Courtroom Designations shall also be posted throughout courthouse facilities in Orange County and on the Superior Court Web Page.

The Superior Court is in the process of modifying its case management systems to reflect the new courtroom numbering system, but work on the project may not be complete by January 1, 1999. Consequently, any notice issued by the Superior Court after January 1, 1999, which cites a courtroom under the previous numbering designation is hereby deemed to be notice to the same courtroom as it is designated under the new numbering system. All orders to appear and all notices of hearing directing appearance or attendance to a courtroom under the former designation are hereby deemed to be sufficient notice to the courtroom as it is designated in the courtroom numbering system which becomes effective January 1, 1999.

The Court Rules of the Coordinated Trial Courts of Orange County, which were deemed to be the Orange County Superior Court Rules, effective September 1, 1998, and included modifications to Division 1 - COURT ORGANIZATION AND GOVERNANCE, Division 2 - SUPERIOR COURT PERSONNEL, Rule 304 - DESIGNATION OF RECORD ON APPEAL, and Rule 610.06 - GUARDIANSHIP OF THE PERSON-NOTICE, shall be the rules which govern case process and procedure at all Justice Centers until further notice.

Until further notice, counsel and litigants are directed to continue to file limited jurisdiction matters and original felony/misdemeanor complaint pleadings at Justice Center facilities based upon venue and historical jurisdiction for traffic, civil, small claims, unlawful detainer and criminal matters, except that citations issued by the California Highway Patrol previously cited for appearance at the North Justice Center shall cite appearances to the Central Justice Center. Superior Court general civil jurisdiction matters shall continue to be filed at the Central Justice Center, Room D110. Superior Court family law, probate and juvenile matters shall continue to be filed at the Lamoreaux Justice Center. Pending further order of the court, documents will not be accepted for filing under conditions other than described above. Venue for filing as described above is shown in Attachment 2 to this order and incorporated by reference.

The local forms previously required for filing limited jurisdiction matters at individual Orange County Municipal Courts shall continue to be required for filing limited jurisdiction matters at those court locations until such time as revised forms are approved by the Superior Court Rules and Forms Committee, after sufficient opportunity for public comment on proposed form revisions.

The Chief Executive Officer, Jury Commissioner, and Clerk of the Superior Court is Alan Slater. On documents with a format that requires the name of the Clerk of the Court, counsel and litigants are requested to print Alan Slater as the Clerk of the Court. Court staff are directed to mark, at appropriate locations on the document, that Alan Slater is the Clerk of Court upon the filing or the issuance of official court documents.

The Executive Officers of the Court have countywide responsibility for specific subject matters. William Brennan is now located at the Central Justice Center is in charge of Fiscal and Court Management Services. Joyce Ziegler is now located at the South Justice Center Annex and heads the new Human Resources/Organizational Development Division. There are two Executive Officers in charge of Operations. Robert B. Kuhel is located at the Central Justice Center and is in charge of court operations at the Lamoreaux and Central Justice Centers. James R. Peterson is located at the Harbor Justice Center and is in charge of court operations at the Harbor, North, South and West Justice Centers. Richard W. Biggins is located at the West Justice Center and is in charge of the Special Services Division which includes Jury Services, Court Reporter and Interpreter Services, Legal Research and Coordination Services.

The Orange County Superior Court Fee Schedule published effective January 1, 1999, incorporates a unified fee listing for use at all Justice Centers and includes fee revisions that will be effective January 1, 1999. The List of Fee Revisions, effective January 1, 1999, is shown in Attachment 3 to this order. Any filings listed in this attachment which are received after January 1, 1999, must be accompanied by the revised fee.

Litigants are advised that the Superior Court maintains web pages which contain general information about the court and its Justice Centers, plus court rules and forms for printing at no cost to the community who are encouraged to utilize the services available through the web pages at the following addresses:
